The enacted ordinance amends Philadelphia’s Traffic Code to allow vehicles to be towed or immobilized for up to 72 hours when they are illegally parked in spaces reserved for physically handicapped people or severely disabled veterans, or when they block any part of a curb cut or handicapped ramp.

This lapsed bill would have authorized the Philadelphia Authority for Industrial Development to apply for up to $1 million in state Redevelopment Assistance Capital Program funding for physical improvements to the Robin Hood Dell East outdoor concert venue in Fairmount Park.

This lapsed bill would have required contracts for publicly funded construction or major renovations of buildings at least 10,000 square feet to include standards equivalent to a silver-level LEED rating or other substantially equivalent energy and environmental design standards.
Amending Chapter 17-100 of The Philadelphia Code, entitled "Procurement Contracts," by adding a new section requiring that contracts for new construction or major renovations of buildings, paid for with public funds, contain a provision requiring that such construction or renovation achieve energy and design standards in accordance with the requirements of the Leadership in Energy and Environmental Design (LEED) Rating System, developed by the Green Building Council, or meet equivalent standards, under certain terms and conditions.

This enacted measure changes Philadelphia’s rules for a rotational towing system.
Amending Bill No. 040595 (approved June 15, 2005), entitled "An Ordinance amending Title 9 of The Philadelphia Code ("Regulation of Businesses, Trades and Professions") by amending Section 9-605 ("Towing") to prohibit certain towing upon the establishment of a rotational towing system; to define the parameters of the rotational system; and to make certain technical changes; all under certain terms and conditions," to repeal the effective date provision of that ordinance; and amending Section 9-605 to revise the terms pursuant to which a rotational towing system may be established and towers may operate and provisions regarding the fees that towers may charge; all under certain terms and conditions.
