This lapsed bill would have authorized Philadelphia Parking Authority employees designated by the Authority to issue notices of violation for violations of the Philadelphia Code or related regulations.
Amending Section 1-112 of The Philadelphia Code, entitled "Notices of Violation," by authorizing duly designated employees of the Philadelphia Parking Authority ("Authority") to issue notices of violation to enforce provisions of The Philadelphia Code or regulations adopted thereunder, and delegating to the Authority the power to carry out such function, all under certain terms and conditions.

The enacted measure amends Philadelphia’s contract and procurement rules by creating new requirements for Economic Opportunity Plans for covered projects and contracts that require City Council approval, with specified exceptions.

This enacted ordinance extended through August 31, 2011 a trial program allowing the Philadelphia Facilities Management Corporation to approve gas supply, storage, distribution, transportation, and transmission contracts for the Philadelphia Gas Works, with services delivered through August 31, 2012.
Authorizing the extension of the extended trial program authorized by Bill No. 060799 under which advance approval is given to the Philadelphia Facilities Management Corporation to enter into certain contracts and transactions arising thereunder for the purchase, storage, distribution, transportation and/or transmission of natural and other gas on behalf of the Philadelphia Gas Works, subject to certain terms and conditions.
