This lapsed resolution proposed amending the Philadelphia Home Rule Charter to let City Council regulate how concessions are awarded for selling products or providing paid services on park and recreation property.
Proposing an amendment to the Philadelphia Home Rule Charter to authorize Council to regulate the process by which concessions are awarded for the sale of products or the rendition of services for a consideration on park or recreation land or facilities, and to require that revenues from such concessions be paid into a special fund that may only be used to carry out the powers and duties of the Department of Parks and Recreation, and providing for the submission of the amendment to the electors of Philadelphia.

The lapsed bill would have ended the election of Philadelphia’s Sheriff, abolished the Office of the Sheriff, and transferred its powers and duties to the Mayor or other City agencies designated by the Mayor.
