City Council approved Philadelphia Gas Works’ Fiscal Year 2012 capital budget, authorizing up to $80.837 million for capital projects during the fiscal year.

The enacted bill authorizes Philadelphia’s Commerce Department to extend the City’s use and lease agreements with airlines providing regular service at Philadelphia International Airport.

The enacted ordinance requires the Department of Human Services to provide or oversee age-appropriate oral and written information about children’s rights to be free from abuse for children under 18 involved in indicated child-abuse cases or being moved to another home or facility.
Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding a new Chapter requiring the Department of Human Services to report on its compliance with a policy that requires that a summary of children's rights to be free from abuse be communicated to all children who are the subject of an investigation into a credible report of child abuse or who are being placed in another home, foster home, group home, or other facility, under certain terms and conditions.

The enacted bill increases the amount of interest and penalties that the Philadelphia Revenue Commissioner may waive on unpaid money or claims owed to the City or School District of Philadelphia.

The enacted ordinance waives the City’s deed-recording fees when a deed is filed to transfer or confirm property ownership for a surviving spouse or life partner after the other spouse or life partner has died.
Amending Section 10-1001 of The Philadelphia Code relating to fees charged by the Commissioner of Records by providing that certain fees imposed for the recording of deeds shall be waived with respect to a deed filed solely for the purpose of removing the name of a deceased spouse or life partner and re-titling the property in the name of the surviving spouse or life partner.

The vetoed bill would have amended Philadelphia’s parking tax rules and set scheduled tax rates for people who park or store vehicles in city parking facilities, including valet parking customers.

This lapsed resolution would have approved a revised five-year financial plan for Philadelphia covering fiscal years 2012 through 2016, along with proposed changes for fiscal year 2011.
Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2012 through 2016, and incorporating proposed changes with respect to Fiscal Year 2011, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority (the "Authority") pursuant to the Intergovernmental Cooperation Agreement, authorized by an ordinance of this Council approved by the Mayor on January 3, 1992 (Bill No. 1563-A), by and between the City and the Authority.
