This lapsed bill would have changed Philadelphia’s refuse and littering rules to define debris from excavation, construction, alteration, or demolition and require debris from activity costing more than $10,000 to be placed in a construction dumpster.
Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by amending Section 10-701 entitled "Definitions," amending the definition of debris, and by amending Section 10-710, entitled " Dumping of Debris and Short Dumping," by providing that debris generated from construction activity be placed in construction dumpsters, all under certain terms and conditions.
