This enacted measure allows the City, for the benefit of the School District of Philadelphia, to assign or transfer real estate tax liens on commercial properties to third parties, either outright or as collateral, for an amount set by the Department.
Amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," by authorizing, for the benefit of the School District of Philadelphia, the assignment or transfer of real estate tax liens on commercial property either absolutely or as collateral security, for an amount to be determined by the Department; and removing certain restrictions on the assignment or transfer of real estate tax liens on commercial property, all under certain terms and conditions.

This adopted resolution authorizes the City Council Committee on Public Safety to hold hearings about ways to increase surveillance cameras across Philadelphia under the Philadelphia Police Department’s Safety Cam Program.
Authorizing the Committee on Public Safety to conduct hearings to explore new methods to increase surveillance cameras throughout the City that satisfy the guidelines of the Philadelphia Police Department Safety Cam Program, such as a tax abatement to offset the cost for camera installation and mandatory camera installation for nuisance businesses, among other initiatives, in order to increase efforts to reduce crime and promote public safety in the City of Philadelphia.

Amending Section 9-703 of The Philadelphia Code, entitled "Special Assembly Occupancies," to add additional requirements relating to surveillance cameras; all under certain terms and conditions.
