January 21, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250804-A, introduced by Councilmember Jamie Gauthier, and passed by the City Council on December 11, 2025. This bill would amend certain provisions of Chapter 14-500 of the Philadelphia Code by creating the "UCO, University-Community Overlay District." On December 2, 2025, I transmitted a letter to the City Council conveying the City Planning Commission's vote of "not for approval" on Bill Number 250804-A. January 21, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250720, introduced by Councilmember Michael Driscoll, and passed by the City Council on December 11, 2025. This bill would amend the Philadelphia Code to add parts of the Sixth Councilmanic District to the current list of areas in which certain vehicular mobile service activity is restricted. Because Bill Number 250720 does not include exceptions for any vehicular mobile service activity in the areas covered by this bill, I am returning Bill Number 250720 unsigned.
