Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by amending Section 9-102, entitled "Licenses and Permits," by providing that no license or permit shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, and by increasing the fee for dishonored checks.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 9 of the Philadelphia Code is hereby amended to read as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS.

CHAPTER 9-100. GENERAL PROVISIONS.

§ 9-102. Licenses and Permits.

(8) When any person shall give or cause to be given to a City official or agency a check in payment of any license fee, permit fee or other charge which is dishonored or unpaid by the bank upon which it is drawn, the sum of [$5.00]

twenty (20) dollars

shall be added to the amount of such fee or charge plus interest and penalties as provided therein.

(9) No license or permit shall be issued or renewed if the applicant is delinquent in the payment of any City or School District of Philadelphia taxes, charges, fees, rents or claims, or any penalties or fines related to the applicant's business for which the applicant is responsible, unless the applicant has entered into an agreement to pay any such delinquency and is abiding by the terms of such agreement.

SECTION 2. This Ordinance shall take effect December 31, 2005.
