This enacted ordinance amended Philadelphia’s business licensing rules so the City will not issue or renew a license or permit when the applicant owes delinquent City or School District taxes, charges, fees, rents, claims, or certain business-related fines, unless the applicant is following an approved payment agreement. It also increased the added fee for a dishonored check used to pay a license, permit, or other charge from $5 to $20.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by amending Section 9-102, entitled "Licenses and Permits," by providing that no license or permit shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, and by increasing the fee for dishonored checks.
