Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades, and Professions," by amending Section 9-601, entitled "Garages, Parking Lots, Sales Lots and Showrooms," by providing further for the filing of rates by public parking garages, under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 9 of The Philadelphia Code is hereby amended to read as follows:

§9-601. Garages, Parking Lots, Sales Lots and Sales Showrooms.

(2) Public Garages.
* * *
(d) Rates. The rates charged by a licensee at any public garage shall be the same as are filed with the application for such garage, or as subsequently amended, and shall show the charges made on an hourly, daily, Sunday and holiday basis. Weekly or monthly rates need not be posted.
(.1) Where different rates are made for day and night parking, such different rates shall be shown.
(.2) A licensee shall not make any charge for parking in excess of the rates set forth in his application, unless he has first notified the Department in writing of the new schedule of rates at least [48]

hours in advance of the proposed change, and has posted signs showing such rate changes
, except that a new schedule of rates shall only take effect on the first day of a calendar month and shall remain in effect for at least one calendar month. No rate schedule may include a special event rate for parking on an hourly, daily, evening or other basis during specified days of the month that is in excess of the regular rates charged on such basis during all other days of the month.
