Full Bill

WHEREAS, In accordance with the approval of City Council in Bill No. 110444 (approved July 5, 2011), the City has filed applications for various forms of United States Department of Housing and Urban Development (“HUD”) funding, as set forth in the City's Year 37 Consolidated Plan (FY 2012); and

WHEREAS, The City has been notified that approximately $1,260,836 in Emergency Solutions Grant (“ESG”) funding is available through HUD; and

WHEREAS, The City has prepared a Substantial Amendment to the Year 37 Consolidated Plan (FY 2012) (attached hereto as Exhibit “A”), which the City proposes to submit to HUD for the purpose of applying for such funds, and which the City has advertised for the receipt of public comment pursuant to HUD requirements; and

WHEREAS, HUD funding application requirements mandate that funding pursuant to the second allocation of Emergency Solutions Grant funds may only be used for eligible activities outlined in HUD's interim rule for the Homeless Emergency Assistance and Rapid Transition to Housing (“HEARTH”), as it relates to Emergency Solutions Grants; and

WHEREAS, The City therefore proposes to use such funding for homelessness prevention assistance to low-moderate income residents and rental and re-housing assistance, as more fully set forth on page 2 of the Substantial Amendment to the Year 37 Consolidated Plan; now, therefore

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. The City's Substantial Amendment to the Year 37 Consolidated Plan (FY 2012), attached hereto as Exhibit “A,” is hereby approved. The Director of Housing, on behalf of the City, is hereby authorized to file an application with the United States Department of Housing and Urban Development for approximately $1,260,836 in Emergency Solutions Grant funding, in accordance with the terms of the Substantial Amendment to the Year 37 Consolidated Plan.
