THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Chapter 12-2800 of The Philadelphia Code, entitled Administrative Adjudication of Parking Violations, is hereby amended to read as follows:
CHAPTER 12-2800. ADMINISTRATIVE ADJUDICATION OF PARKING VIOLATIONS.

§ 12-2809. Civil Penalties and Costs.

(5) In addition to the penalties enumerated in subsection 12-2809(2), any person violating any of the provisions of Title 12, as enumerated in subsection 12-2809(2), upon a finding of liability pursuant to this Chapter 12-2800, shall be liable for payment of an administrative surcharge of four ($4.00) dollars, two ($2.00) dollars of which shall go to the general fund for the maintenance of recreation facilities and two ($2.00) dollars of which shall go to the Philadelphia Parking Authority to be used for operating costs of the Philadelphia Parking Authority Taxicab and Limousine Division.

Expiration of Collection Initiation Period.

SECTION 2. The provisions of this Ordinance are non-severable. If any provision of this Ordinance is determined to be unlawful or unauthorized, it is the intent of Council that this Ordinance would not have been passed without such provision and the entire Ordinance shall be null and void.
