The vetoed bill would have added a $4 administrative surcharge to the cost of each covered parking ticket after a finding that the person was liable for the violation. It proposed directing $2 of each surcharge to the City's general fund for recreation-facility maintenance and $2 to the Philadelphia Parking Authority for operating costs of its Taxicab and Limousine Division.

Amending Chapter 12-2800 of The Philadelphia Code, entitled "Administrative Adjudication of Parking Violations," by providing for an additional fee to be added to the cost of each parking ticket, under certain terms and conditions.
