Authorizing the transfer in appropriations for Fiscal Year 2015 within the General Fund, from the Department of Human Services - Prisons to the Office of Housing and Community Development, to support landscaping and lot-cleaning jobs in the Philadelphia Re-Entry Employment Program for Returning Citizens, under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. The Director of Finance is hereby authorized to make the following transfer in appropriations for Fiscal Year 2015 within the General Fund.

SECTION 2. This Ordinance shall take effect when, and only if, the Office of Housing and Community Development and the Pennsylvania Horticultural Society have entered into an agreement to hire citizens returning from incarceration to perform landscaping and lot-cleaning services on vacant lots city-wide utilizing the Philadelphia Re-Entry Employment Program.
