The enacted ordinance authorized a $500,000 transfer in Fiscal Year 2015 funds from Philadelphia Prisons to the Office of Housing and Community Development. The money was to support landscaping and vacant-lot cleaning jobs citywide for people returning from incarceration through the Philadelphia Re-Entry Employment Program, subject to an agreement with the Pennsylvania Horticultural Society.
Authorizing the transfer in appropriations for Fiscal Year 2015 within the General Fund, from the Department of Human Services - Prisons to the Office of Housing and Community Development, to support landscaping and lot-cleaning jobs in the Philadelphia Re-Entry Employment Program for Returning Citizens, under certain terms and conditions.
