THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1.

Pursuant to the authority provided to City Council under Sections 8-200(3) and 2-309(6) of the Home Rule Charter and § 17-2102 of The Philadelphia Code, the Managing Director is hereby authorized to contract with the Support Center for Child Advocates to provide legal and related services, through June 30, 2017, to children in dependency or other proceedings, including when the Defender Association of Philadelphia or other provider is unable to provide such representation due to the existence of a conflict of interest. Such contract shall be exempt from the provisions of § 17-1402(1)(a), (c), and (g) of the Code, and any disclosures required by § 17-1402(1)(b) need not be filed until fourteen (14) days after the contract is executed.

SECTION 2.

The authority granted by Section 1 shall be subject to the service provider’s agreement to abide by the Rules of Professional Responsibility concerning representation of persons when conflicts of interest exist.
