Amending Section 17-2102 of The Philadelphia Code, entitled "Council Review of Contracts with Certain Entities," to restore the exemption from Council review provided in the Home Rule Charter for certain contracts between the City and the Support Center for Child Advocates, under certain terms and conditions.
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Section 17-2102 of The Philadelphia Code is hereby amended to read as follows:
§ 17-2102. Council Review of Contracts with Certain Entities.
(1)
The exemption provided in Charter Section 2-309(6)(b)(.2) for the Defender Association of Philadelphia[, the Support Center for Child Advocates,] and Community Legal Services is hereby revoked for any contract that:
(a)
includes, in whole or in part, an expenditure for payment of legal and related services to represent indigent individuals in matters requiring the use of conflicts counsel; and
(b)
would otherwise be subject to the requirements of Charter Section 2-309(6)(a).
(2)
Any such contract may be made only when permitted by Ordinance.
