THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 17-2102 of The Philadelphia Code is hereby amended to read as follows:

§ 17-2102. Council Review of Contracts with Certain Entities.

(1)

The exemption provided in Charter Section 2-309(6)(b)(.2) for the Defender Association of Philadelphia[, the Support Center for Child Advocates,] and Community Legal Services is hereby revoked for any contract that:

(a)

includes, in whole or in part, an expenditure for payment of legal and related services to represent indigent individuals in matters requiring the use of conflicts counsel; and

(b)

would otherwise be subject to the requirements of Charter Section 2-309(6)(a).

(2)

Any such contract may be made only when permitted by Ordinance.
