This enacted ordinance changes Philadelphia’s zoning rules for public and privately operated penal and correctional institutions. It defines these institutions and sets where they may operate: public institutions may be allowed in certain commercial districts, while public and private institutions are permitted as main uses in G-2 general industrial districts; both are classified as regulated uses.

Amending Title 14 of The Philadelphia Code, relating to "Zoning and Planning," by amending Chapter 14-100, entitled "General Provisions," by amending Chapter 14-300, entitled "Commercial Districts," by amending Chapter 14-500, entitled "Industrial Districts" and by amending Chapter 16-1600, entitled "Miscellaneous," all by amending various provisions related to penal and correctional institutions, under certain terms and conditions.
