This lapsed bill would have adopted Philadelphia’s six-year Capital Program for Fiscal Years 2005 through 2010, with estimated costs totaling about $5.086 billion. The program covered proposed capital projects and improvements across city facilities, airports, transit, streets and bridges, water systems, parks, libraries, health facilities, and other public assets, funded through city, federal, state, private, and other sources.
