The earlier ordinance addressed business licenses and permits, including withholding or denying them for certain unpaid City or School District taxes, fees, charges, rents, claims, penalties, or fines, and increased the fee for dishonored checks.

Amending Section 2 of an Ordinance (Bill No. 050203) approved June 2, 2005, entitled "An Ordinance amending Title 9 of The Philadelphia Code, entitled 'Regulation of Businesses, Trades and Professions,' by amending Section 9-102, entitled 'Licenses and Permits,' by providing that no license or permit shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, and by increasing the fee for dishonored checks," by providing a different effective date than stated therein.
