This enacted bill changed the Philadelphia Zoning Maps for land bounded by Pennsylvania Avenue, Twentieth Street, the Benjamin Franklin Parkway, and Twenty-first Street. The area, which was partly zoned Recreational and partly R-15 Residential, is now designated entirely as Recreational.

To amend the Philadelphia Zoning Maps, by changing the zoning designations of land located within an area bounded by Pennsylvania Avenue, Twentieth Street, the Benjamin Franklin Parkway, and Twenty-first Street from partly Class "REC" Recreational and partly Class "R-15" Residential to a single designation of Class "REC" Recreational, under certain terms and conditions.
