The enacted ordinance amended Philadelphia’s rules on sidewalk behavior by changing the process law enforcement must follow before issuing a violation notice or taking coercive action. Those prior-process requirements do not apply when the conduct is disorderly conduct under Pennsylvania law, affecting law enforcement officers and people alleged to violate the sidewalk-behavior rules.

Amending Chapter 10-600 of The Philadelphia Code, entitled "Public Places - Prohibited Conduct," by amending Section 10-611, entitled "Sidewalk Behavior," by amending the process to be followed prior to taking coercive action for violations of the Section, under certain terms and conditions.
