Philadelphia enacted rules for the operation and use of electric security fences; the rules do not apply to fences mainly used to contain livestock or zoo animals. Electric security fences must meet limits on power, height, location, surrounding barriers, and warning signs, including a six-foot non-electric fence or wall around them and a ban in residential areas or on properties with a dwelling other than a caretaker’s residence. Violations are Class II offenses, and the ordinance took effect immediately.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," and related provisions of The Philadelphia Code pertinent to electric fences, to provide for the operation and regulation of electric fences, all under certain terms and conditions.
