Removing certain properties located on the ground bounded by West Thompson Street to the North, North 31st Street to the East, West Girard Avenue to the South, and certain railroad tracks and North 32nd Street to the West from the Philadelphia Keystone Opportunity Expansion Zone, subject to the request and consent of the owners of said properties, all under certain terms and conditions.
