The enacted ordinance amended the Kimmel Center’s authorization to construct, own, and maintain encroachments on the south sidewalk of Spruce Street between Broad and Fifteenth Streets. It extended the deadline for Kimmel Center, Inc. to enter into an agreement and meet related requirements to August 9, 2013; otherwise, the authorization would expire, and the ordinance required a $200 payment to the City Treasury.

Amending Section 5 of an Ordinance (Bill No. 110436) approved June 23, 2011, entitled "An Ordinance authorizing Kimmel Center, Inc., 200 South Broad Street, Philadelphia, Pennsylvania, owner of the Kimmel Center located at 300 South Broad Street, to construct, own and maintain various encroachments in the right-of-way on the south sidewalk of Spruce Street between Broad and Fifteenth Streets, under certain terms and conditions," by extending the period for compliance with the terms and conditions therein.
