This enacted ordinance authorizes Philadelphia’s code official to enter enclosed and locked vacant lots by legal means, including obtaining an administrative warrant, to correct building-code or related violations. The department may perform the work itself or through a contractor and charge the violator for the costs, including through a lien or other collection method.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode "A" (The Philadelphia Administrative Code), by authorizing the code official to gain access to enclosed and secured vacant lots for the purpose of abating violations, under certain terms and conditions.
