The enacted amendment revises Philadelphia’s Deferred Retirement Option Plan rules for when participants separate from City employment. A participant who leaves active service, including through a layoff or furlough lasting 15 or more consecutive days, receives the DROP benefit as a lump sum and becomes eligible for a monthly service retirement benefit; shorter layoffs or furloughs are excluded.

Amending Section 22-310 of The Philadelphia Code, entitled "Deferred Retirement Option Plan (DROP)," by revising and clarifying requirements relating to separation from employment, under certain terms and conditions.
