This enacted ordinance removes the rule that prohibited personal credit establishments, including their expansion or extension, in the Center City East overlay area. The area is bounded by the Delaware River, Spring Garden Street, Broad Street, and Spruce Street, so the change affects properties and businesses there and took effect immediately.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by revising the Center City East Overlay use regulations for Personal Credit Establishments, under certain terms and conditions.
