The adopted resolution proposes amending Philadelphia’s Home Rule Charter to create a 30-member Commission on African-American Males. The Mayor would appoint the members, including at least three ages 18 to 35, and the commission would advise the Mayor, City Council, and city agencies on policies affecting African-American males and submit an annual report; the proposed amendment would be placed before Philadelphia voters.
