The enacted ordinance requires public bathing places, including pools at housing complexes, hotels, and private clubs, to provide lifeguard service whenever they are open or accessible to the public or residents, unless they post a clearly visible warning sign. The sign must state that no lifeguard is on duty and that non-swimmers and children under 14 need responsible adult supervision; the ordinance took effect March 31, 2018.

Amending Title 6, Chapter 6-400, of The Philadelphia Code, entitled "Miscellaneous Standards and Requirements," to add warning sign requirements for public bathing establishments; all under certain terms and conditions.
