This enacted ordinance requires dumpsters stored outdoors on private property to be kept inside an enclosure that hides them from view from the public right-of-way. Enclosures may use an opaque fence, shrubs, or a structure, and any new structure must meet Philadelphia’s building and zoning codes; the ordinance also makes related changes to the city’s dumpster-use rules.

Amending Title 4 of The Philadelphia Code (The Philadelphia Building Construction and Occupancy Code), Subcode PM (The Philadelphia Property Maintenance Code), by adding requirements regarding the use of dumpsters on private property; and amending Section 10-722 of the Code, entitled "Use of Dumpsters," to make conforming changes; all under certain terms and conditions.
