The enacted measure amends Philadelphia’s fair criminal record screening rules to define exoneration and prohibit City agencies and private employers from rejecting applicants or employees based on convictions that resulted in exoneration. It also limits consideration of other convictions to those from fewer than seven years earlier, excluding time spent incarcerated, and requires an individualized assessment rather than automatic exclusion.

Amending Chapter 9-3500 of The Philadelphia Code, entitled "Fair Criminal Record Screening Standards," to add provisions regarding the consideration of convictions that result in exoneration and make related technical changes, all under certain terms and conditions.
