This lapsed bill would have declared it desirable for the Philadelphia Hospitals and Higher Education Facilities Authority to issue up to $46 million in tax-exempt hospital revenue bonds for Temple University Hospital.
Declaring that it is desirable for the health, safety and welfare of the people in the area served by Temple University Hospital in the vicinity of 3401 North Broad street, for the Hospitals and Higher Education Facilities Authority of Philadelphia (the "Authority") to undertake a project whereby the Authority will finance the costs of the development and construction of a multi-level ambulatory health care building and other hospital improvements and related costs.

The enacted measure requires structures in the Educational Use Group that are owned or operated by entities receiving substantial City funding to obtain a special inspection certificate each year before they can be occupied, with inspections covering fire, safety, electrical, lead paint, water quality, and other property-related hazards.

This enacted ordinance authorizes the Commissioner of Public Property to transfer, without payment, two City-owned parcels with buildings near Nineteenth Street and Allegheny Avenue to the Philadelphia Authority for Industrial Development (PAID).
Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development ("PAID"), without consideration, a deed conveying fee simple title to two certain tracts of City-owned land with the buildings and improvements thereon, situate in the vicinity of Nineteenth street and Allegheny avenue, subject generally to the terms and conditions of the Philadelphia Industrial and Commercial Development Agreement between the City, the PAID, and the Philadelphia Industrial Development Corporation; and further authorizing PAID, notwithstanding any contrary requirements of the Philadelphia Industrial and Commercial Development Agreement, to convey such land for a nominal consideration; all under certain terms and conditions.
