Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to the Philadelphia Home Rule Charter creating a new Chapter 5 entitled "Referenda Approved By The Voters" in Article VIII, Provisions of General Application, and creating a new Section 8-500 entitled "Home Rule Power to Prevent and Reduce Gun Violence" calling on the Pennsylvania General Assembly and the Governor to pass legislation that will permit Philadelphia to enact constitutionally lawful legislation to prevent and reduce gun violence; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

Amending Chapter 19-1500 of The Philadelphia Code, entitled "Wage and Net Profits Tax," by providing for the calculation of the credit against net profits tax based upon net income tax liability, where a credit is received against net income tax for contributions to community development corporations undertaking economic development activities within the City of Philadelphia; all under certain terms and conditions.
