Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode A, Section A-202, entitled "Duties and Powers of the Code Official," by providing that no license or permit required by Title 4 shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, all under certain terms and conditions.
