Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to the Philadelphia Home Rule Charter to create an independent Police Advisory Commission and provide for its funding, and to empower Council to provide by ordinance for the appointment, powers and duties of such Commission, as approved by Resolution of the City Council; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

This enacted bill authorizes Philadelphia officials to enter into a concession agreement with Billy Casper Golf, LLC, for the company to improve, operate, manage, and maintain four 18-hole golf courses and the City Line Sports Center.
