This lapsed bill would have prohibited operating a motorcycle or motor-driven cycle with certain aftermarket mufflers, including straight-pipe systems and hollow-core mufflers without baffles, and would have prohibited people and businesses from installing them.
Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by prohibiting the operation of a motorcycle or motor-driven cycle with certain types of aftermarket mufflers, and by prohibiting businesses and other persons from installing such prohibited types of aftermarket mufflers, and providing for fines and penalties; and amending Chapter 19-2600 of The Philadelphia Code, entitled "Business Privilege Taxes," by providing for the revocation of the business privilege license of a business that violates the prohibition against the installation of certain prohibited mufflers; all under certain terms and conditions.

This lapsed bill would have revised the City Plan for part of Clearview Street between Johnson Street and a nearby dead end, removing a 20-foot-wide section from the plan and reducing the street’s planned width from 60 feet to 40 feet.
Authorizing the revision of lines and grades on a portion of City Plan No. 204 by striking from the City Plan the northeasterly twenty feet wide portion of Clearview Street from Johnson Street to a dead end approximately sixty-four feet southeast of Brinton Street, and relocating the curblines of such portion of Clearview Street to establish a twenty feet wide cartway and ten feet wide footway areas on either side of the street, under certain terms and conditions.

This lapsed bill would have expanded the city’s rules for boxes distributing newspapers and other printed material to include specified portions of the Manayunk commercial area.
Amending Section 9-211 of The Philadelphia Code, entitled "Boxes for the Distribution of Printed Material," by including certain portions of the commercial area in the vicinity of Main Street in Manayunk, under certain terms and conditions.

This lapsed bill would have increased fines for owners or persons responsible for private and vacant properties who failed to keep the property or the sidewalk in front of it free of litter.
Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by increasing the penalties for owners of private premises and vacant private premises who don't maintain their premises, or the sidewalk in front of such premise, free of litter.

This lapsed bill would have prohibited leaving or parking a boat on a Philadelphia roadway to sell it or to commercially wash, grease, or repair it, except for emergency repairs.
