Authorizing the revision of lines and grades on a portion of City Plan No. 307 by striking from the City Plan and vacating certain sub-surface portions of Market Street east of Ninth Street, Tenth Street between Market Street and Filbert Street, and Eleventh Street between Market Street and Filbert Street, and by striking from said City Plan and vacating certain aerial portions of Ninth Street between Market Street and Filbert Street and Tenth Street between Market Street and Filbert Street; and authorizing the conveyance of such struck and vacated areas, together with certain areas previously struck and vacated; all under certain terms and conditions.

This enacted bill authorizes Philadelphia officials to enter into agreements supporting the redevelopment, operation, and maintenance of the Gallery Mall on Market Street between 8th and 11th Streets.
Authorizing the Commissioner of Public Property, the Director of Commerce, and other officials of the City to execute or approve various agreements and other matters by and among the City, the Philadelphia Redevelopment Authority, the Philadelphia Authority for Industrial Development, and others relating to the redevelopment, operation, and maintenance of properties located on the north side of Market Street between 8th and 11th Streets in the City and commonly known as the Gallery Mall; all under certain terms and conditions.

Amending Section 14-517 of The Philadelphia Code, entitled "/UED Urban Experiential Display Overlay Control District," to provide for further regulations regarding urban experiential displays, under certain terms and conditions.

This enacted measure allows the City, for the benefit of the School District of Philadelphia, to assign or transfer real estate tax liens on commercial properties to third parties, either outright or as collateral, for an amount set by the Department.
Amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," by authorizing, for the benefit of the School District of Philadelphia, the assignment or transfer of real estate tax liens on commercial property either absolutely or as collateral security, for an amount to be determined by the Department; and removing certain restrictions on the assignment or transfer of real estate tax liens on commercial property, all under certain terms and conditions.
