This bill aims to prevent the sale of tobacco products to minors and stop unlicensed tobacco retailing in Philadelphia. It does this by adding these behaviors to the list of nuisance actions that can lead to a business being ordered to stop operating. Businesses that break these rules may be required to complete a training program before they can reopen.

Amending Chapter 9-4400 of The Philadelphia Code, entitled "Responsible Business Operations," to add illegal sales of tobacco products to minors and unlicensed tobacco retailing as nuisance behaviors, and require completion of a Department-approved Tobacco Retailer Education and Compliance Training as a condition of lifting a Cease Operations Order, all under certain terms and conditions.

This bill requires landlords who don't live in Philadelphia to provide the city with a way to contact them, including a local representative. This would help the city hold these landlords accountable for maintaining their properties. The bill would affect non-resident landlords and establish penalties for those who don't comply.

Amending Chapter 9-3900 of The Philadelphia Code, entitled "Property Licenses and Owner Accountability," by requiring non-resident landlords to provide verifiable contact information and a designated local contact and establishing penalties for non-compliance, all under certain terms and conditions.
