This enacted law exempts owners and tenants of properties on both sides of Girard Avenue between Frankford and Susquehanna avenues from the city’s sidewalk-sales rules, including the sidewalk-vending license requirement.
Amending Section 9-205 of The Philadelphia Code, entitled "Sidewalk Sales," by exempting sidewalk sales by owners and tenants of properties on both sides of Girard avenue between Frankford and Susquehanna avenues, and by permitting such activity under certain terms and conditions.

The enacted ordinance authorizes the City’s Board of Surveyors to vacate a specified approximately 866-foot portion of Sheaff Lane, located south of Penrose Avenue, if stated conditions are met.
Authorizing the vacating of a portion of Sheaff lane, from a point approximately one thousand five hundred and fifty-three (1553) feet south of Penrose avenue to a point approximately eight hundred and sixty-six (866) feet southwardly therefrom, under certain terms and conditions.

Authorizing the City Council Committee on Law and Government to hold hearings to investigate the failure of the Philadelphia Housing Authority and four union locals: AFSCME District Council 47 Locals 2186 and 2187, AFSCME District Council 33 Local 934, and Fraternal Order of Housing Police, to negotiate new contracts and authorizing the Chairperson of the Committee in furtherance of such investigation to issue subpoenas or other process as the Chairperson deems necessary or appropriate to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Home Rule Charter.

The enacted ordinance authorizes Philadelphia to borrow through general-obligation bonds for capital projects, including transit, streets and sanitation, municipal buildings, parks, recreation and museums, and economic and community development.
Authorizing the creation of a loan or loans to provide funds for and toward various capital municipal purposes; authorizing the Mayor, City Controller and City Solicitor or a majority of them to sell bonds at public or private negotiated sale; setting forth the capital purposes and the amounts for which the proceeds of the loan or loans will be expended; providing for the maturities and for other terms and conditions and for the form of the bonds; providing that certain bonds may be redeemable prior to maturity; providing sinking funds for the bonds and for appropriations to the Sinking Fund Commission for the payment thereof; authorizing agreements to provide credit or payment or liquidity sources for the bonds and certain other actions; providing for obtaining the consent of the electors to increasing the indebtedness of the City of Philadelphia; and fixing a day for holding the election for obtaining such consent and providing for the arrangements for holding such election.

This enacted ordinance declares that it is desirable for the Hospitals and Higher Education Facilities Authority of Philadelphia to issue up to $75 million in taxable or tax-exempt revenue bonds for Temple University Hospital.
Declaring that it is desirable for the health, safety and welfare of the people in the area served by Temple University Hospital, Inc. (the "Hospital"), a Pennsylvania nonprofit corporation, in the vicinity of 3401 North Broad street, for the Hospitals and Higher Education Facilities Authority of Philadelphia (the "Authority") to undertake a project whereby the Authority will finance the costs of the development and construction of a multi-level ambulatory health care building and other hospital improvements and related costs.
