The enacted ordinance amended Philadelphia’s Keystone Opportunity Zone rules to allow conditional tax exemptions, abatements, or credits in eight designated expansion subzones, including areas near the Delaware and Schuylkill Rivers, the airport, Frankford/Torresdale, and West Philadelphia.
Amending Chapter 19-3200 of The Philadelphia Code, entitled "Keystone Opportunity Zone," to provide for the contingent exemption, abatement or credit of certain taxes within specified geographical areas, under certain terms and conditions.

This lapsed bill would have allowed RCN Telecom Services of Philadelphia, Inc.
Granting permission to RCN Telecom Services of Philadelphia, Inc. to construct, own, operate, maintain, replace, and remove a telecommunications system in, over, and under the public rights-of-way and streets of the City of Philadelphia, and to operate and maintain a video programming service over such telecommunications system pursuant to the provisions governing open video systems in the Telecommunications Act of 1996, under certain terms and conditions.
