This enacted measure adds rules to Philadelphia’s contracts and procurement code defining Disadvantaged Business Enterprises (DBEs) and requiring the Finance Director to separately consider DBEs by ownership or location, as well as professional-services and public-works contracts, in the annual disparity study and participation goals.
Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by adding a new Chapter defining and detailing the categories of Disadvantaged Business Enterprises and of City contracts that must be considered separately by the Finance Director in conducting the Annual Disparity Study and devising the Annual Participation Goals as required by Section 6-109 of the Philadelphia Home Rule Charter, and specifying additional matters that must be included in the Finance Director's annual report required by that Section; all under certain terms and conditions.

This enacted ordinance extended through August 31, 2009 a trial program allowing the Philadelphia Facilities Management Corporation to quickly enter into contracts on behalf of the Philadelphia Gas Works for buying, storing, distributing, transporting, and transmitting natural and other gas, with services delivered through August 31, 2010.
