This enacted ordinance amends Philadelphia’s Property Maintenance Code to add all commercial corridors and neighborhood commercial properties throughout the First Councilmanic District, except those already covered by the East Passyunk Avenue Business Improvement District.
Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode "PM" (The Philadelphia Property Maintenance Code), by amending Section PM-704.0, entitled "Building Standards Applicable to Designated Areas," by adding portions of the First Councilmanic District to the list of areas covered, all under certain terms and conditions.

This enacted ordinance removed the one-year expiration provision for the Queen Village Neighborhood Conservation District.
Amending Section 14-908 of The Philadelphia Code, entitled "Queen Village Neighborhood Conservation District," by deleting the provision which provided for the expiration of Section 14-908 one year after it became law, thereby reestablishing on a permanent basis the Queen Village Neighborhood Conservation District, under certain terms and conditions.

The enacted ordinance authorized Philadelphia to organize the Philadelphia Energy Authority under Pennsylvania’s Municipalities Authorities Act.
Authorizing the City of Philadelphia to organize an authority to be known as The Philadelphia Energy Authority, pursuant to the terms of the "Municipalities Authorities Act," of 2001, June 19, P.L. 287, No. 22, as amended, under certain terms and conditions.

The enacted bill increases the annual license fee for owning a vacant lot, vacant building, or vacant wharf, pier, or dock from $300 to $750.
Amending Chapter 4-200.0, Subcode "A" (The Philadelphia Administrative Code) of Title 4 of The Philadelphia Code, entitled "Text of Subcodes," by amending Section A-906, entitled "Property Maintenance Code Fees," to increase the license fees charged to own a vacant lot, vacant building or vacant wharf, under certain terms and conditions.

This enacted ordinance amended Philadelphia’s Community Development rules to require at least 5% of the city’s annual federal Community Development Block Grant funds to support economic development for mixed-use projects on or near commercial corridors.
Amending Chapter 21-1100 of The Philadelphia Code, entitled "Community Development," by amending Section 21-1108, entitled "Economic Development," to increase the percentage of funds that must be allocated to economic development, all under certain terms and conditions.
