This enacted ordinance changes Philadelphia’s public employee retirement rules.
Amending Title 22 of The Philadelphia Code, entitled "Public Employees Retirement Code," by amending various provisions to provide for provisions for participants performing qualified military service, to allow certain transfer payments for purchase of service and for purchase of service by certain classes of employees, to allow for non-spouse beneficiary rollover rights, to provide certain retroactive effective dates, and otherwise provide language required by the Internal Revenue Code, under certain terms and conditions.

The enacted ordinance amends Philadelphia’s Public Employees Retirement Code to require an initial unadjusted monthly retirement benefit of at least $1,000 for members of Plan A or Plan X, and for Fire employee members of Plan 10 with at least 20 years of credited service.
Amending Title 22 of The Philadelphia Code, entitled "Public Employees Retirement Code," by amending Section 22-301, entitled "Service Retirement Benefits," and Section 22-401, entitled "Service-Connected Disability Retirement Benefits," to add new subsections requiring a specified minimum monthly benefit amount for certain retired Fire employee members, under certain terms and conditions.

Amending Subcode PM of Title 4 of The Philadelphia Code, entitled "The Philadelphia Property Maintenance Code," by amending Section PM-308, entitled "Rubbish and Garbage," to add requirements relating to provision of containers for, and disposal of, rubbish, garbage and recycling materials, under certain terms and conditions.

The enacted ordinance amended Philadelphia’s refuse and littering rules to require businesses that sell prepared or prepackaged food for takeout or consumption off the premises to provide a waste bin and a separate recycling bin within 10 feet of each public entrance during normal business hours.
Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," to clarify the obligations of certain places of business that sell food to provide waste and recycling bins for use by their patrons, under certain terms and conditions.

Amending Title 9 of The Philadelphia Code, entitled "Regulation Of Businesses, Trades And Professions," by adding a new Chapter providing for the licensing and regulation of donation bins, establishing penalties, and making conforming amendments and technical changes, all under certain terms and conditions.
