This enacted ordinance authorizes Philadelphia to borrow up to $215 million through general-obligation bonds for capital projects, including transit, streets and sanitation, municipal buildings, parks, recreation and museums, and economic and community development.
Authorizing an increase in the non-electoral indebtedness of the City within the Pennsylvania constitutional limit; authorizing the Bond Committee to sell bonds at public or private negotiated sale, to provide funds toward various capital municipal purposes; providing for appropriations to the Sinking Fund Commission for the payment of such bonds; and authorizing agreements to provide credit or payment or liquidity sources for the bonds in connection with issuance of the bonds, and certain other actions.

The enacted bill revises Philadelphia’s evening curfew for minors: those age 14 and older must be off public streets and out of establishments by 10:00 p.m., while those age 13 and younger must be in by 9:30 p.m., until 6:00 a.m.

This enacted bill updates Philadelphia’s residential building code by adopting the 2018 International Residential Code, while retaining and adding state and local amendments.
Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting the 2018 edition of the "International Residential Code" as published by the International Code Council, including maintenance of previously adopted amendments to the 2015 International Residential Code, as adopted under the Pennsylvania Uniform Construction Code Act, all under certain terms and conditions.
