The enacted bill authorizes the City to lease its building at 2529–33 West Lehigh Avenue to the Philadelphia Authority for Industrial Development, which would sublease the building to the Philadelphia Public Access Corporation, a nonprofit corporation to be incorporated by the City.
Authorizing the Commissioner of Public Property, on behalf of the City, to enter into a lease agreement between the City and the Philadelphia Authority for Industrial Development ("PAID") providing for the leasing to PAID of a certain City owned building located at 2529-33 West Lehigh Avenue for further sublease to the Philadelphia Public Access Corporation, a nonprofit corporation to be incorporated by the City, all under certain terms and conditions.

The law authorizes Philadelphia’s Commissioner of Public Property to amend four cable franchise agreements operated by Comcast subsidiaries.
Authorizing the Commissioner of Public Property to enter into the amendment of four cable television franchises operated by subsidiaries of Comcast Corporation in order to modify certain of the terms and conditions governing the franchisees' provision of channels, financial support, and other support for public access television programming in the City of Philadelphia, including amendment of Franchise Renewal Agreements of Comcast of Philadelphia, Inc. for Franchise Areas I, III and IV, and of Comcast of Philadelphia, LLC for Franchise Area II, all under certain terms and conditions.
