This enacted ordinance requires recurring appropriations for five fiscal years beginning in FY 2019, using revenue from properties with expired real estate tax abatements and other available sources.
Providing for recurring funding to support equitable neighborhood development by preserving middle neighborhoods, constructing affordable housing units available for sale or rent, providing assistance to Philadelphians who desire to become homeowners; and directing Council to appropriate revenues for said purposes to the Department of Planning and Development - Division of Housing and Community Development, all under certain terms and conditions.

The enacted ordinance amended Philadelphia’s Housing Trust Fund rules to allow separate sub-funds for money from recording fees and other sources, and placed administration of the fund with the Department of Planning and Development’s Division of Housing and Community Development.
Amending Chapter 21-1600 of The Philadelphia Code, entitled "Housing Trust Fund," to authorize the establishment of separate sub-funds to receive, respectively, revenues attributable to recording fees and revenues from sources other than recording fees; to provide for and authorize the manner in which such revenues may be appropriated and spent; and to designate the agency within City government responsible for administering the Housing Trust Fund; all under certain terms and conditions.

This enacted ordinance amends Philadelphia’s rules for areaways, which are spaces extending under or beside sidewalks.
Amending Title 11 of The Philadelphia Code, entitled "Streets," by amending Chapter 11-600, entitled "Construction, Encroachments And Projections Over, On And Under Streets," by amending Section 11-608, entitled "Excavation and Construction In and Under the Sidewalks," by providing that areaway encroachments may extend into the street line as far as may be required by the applicable utility provider.

This enacted ordinance authorizes the Philadelphia Department of Streets to create regulations requiring certain private development projects to pave and mill the full adjacent roadway.
Amending Title 11 of The Philadelphia Code, entitled "Streets," by amending Chapter 11-500, entitled "Paving," by creating Section 11-508, entitled "Private Development Projects," by providing that the Department of Streets may establish regulations to require certain private development projects to pave and mill the adjacent roadway, all under certain terms and conditions.
