The enacted ordinance repealed and replaced Philadelphia’s zoning and planning rules in Title 14 of the City Code.
Repealing Title 14 of The Philadelphia Code, entitled "Zoning and Planning," and replacing it with a new Title 14 of The Philadelphia Code, entitled "Zoning and Planning"; and making conforming changes to the Zoning Maps of the City; all under certain terms and conditions.

The pocket-vetoed bill would have created a real estate tax credit for owners of residential condominiums, cooperatives, and planned community units who paid for refuse, recycling, or bulk-item collection because they did not receive those City services at no cost.
Amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," to provide a credit against the tax for owners of condominiums and cooperatives and planned community units who do not receive regular City refuse, recycling and bulk item collection services; all under certain terms and conditions.
