Enacting a new Chapter 19-2000 of The Philadelphia Code, entitled "Discounted Rates for Natural Gas Distribution and Supply Services for Senior Citizens," reaffirming and re-enacting a Senior Citizens Discount for senior citizen customers of the Philadelphia Gas Works.

Repealing Chapter 17-500 of The Philadelphia Code, entitled "Goals for the Participation of Minority, Female and Disabled Owned Businesses in City Contracts," and enacting a new Chapter 17-500 of The Philadelphia Code to establish City Contract participation goals for Disadvantaged Owned Business Enterprises, which are businesses owned by socially and economically disadvantaged individuals, and which presumptively include businesses owned by women, minorities and the disabled.

Amending Chapter 12-400 of The Philadelphia Code, entitled "Right-of-Way Regulations and Penalties," by increasing the penalty for violations of Section 12-407, which prohibits the operator of a vehicle from entering an intersection or crosswalk unless there is sufficient space beyond the intersection or crosswalk to accommodate the vehicle without obstructing other vehicles or pedestrians, and by requiring that certain signs and painted stripes be installed at intersections designated by ordinance as "Don't Block The Box" intersections; and by designating certain intersections in the City as "Don't Block The Box" intersections; all under certain terms and conditions.
