The enacted ordinance designates the playground at 8101 Bustleton Avenue, formerly called Rhawnhurst Memorial Playground, as the George C.
Naming the playground currently designated as the "Rhawnhurst Memorial Playground," located at 8101 Bustleton Avenue, and bounded by 2100 Solly Avenue, 8100 Eastwood Street, and 2200 Stanwood Street as the "George C. Pelbano Playground."

The enacted bill authorizes the City to transfer, at no cost, five City-owned properties at Third and Fairmount Streets to the Philadelphia Redevelopment Authority.
Authorizing the Commissioner of Public Property on behalf of the City of Philadelphia to execute and deliver to the Redevelopment Authority of the City of Philadelphia, without consideration, a deed or deeds conveying fee simple title to five parcels of City-owned land with the buildings and improvements thereon situated at the northwest corner of Third and Fairmount Streets, and known as 700, 702 and 704 North Third Street and 309 and 311 Fairmount Avenue, for the purpose of entering into a redevelopment agreement with the Northern Liberties Neighbors Association or its designee for such properties, all under certain terms and conditions.

This enacted ordinance created the Progress Plaza Tax Increment Financing District, covering the area generally bounded by Broad Street, Oxford Street, Thirteenth Street, and Jefferson Street, and approved the Philadelphia Authority for Industrial Development’s redevelopment plan.
Creating the Progress Plaza Tax Increment Financing District, being the area generally bounded by Broad street on the west, Oxford street on the north, Thirteenth street on the east, and Jefferson street on the south and approving the project plan of the Philadelphia Authority for Industrial Development ("PAID") for the redevelopment of the Progress Plaza Tax Increment Financing District and making certain findings and declarations, all in accordance with the Tax Increment Financing Act, being the Act of July 11, 1990, P.L. 465, No. 113, as amended, and authorizing the Director of Finance and other offices of the City to execute documents and do all things necessary to carry out the intent of this Ordinance.
